GENERAL INSTRUCTIONS
• As the applications are to be processed by a computerized system, it is essential that the application is
strictly in accordance with the prescribed format, properly and completely filled in.

• Before applying, the candidate should ensure that he/she fulfils the eligibility and other norms
mentioned in this advertisement. Bank would be free to reject any application at any stage of the
recruitment process, if the candidate is found ineligible for the post. The decision of the Bank shall be
final in taking decision on qualification and other eligibility norms. No correspondence or personal
enquiries shall be entertained by the Bank in this behalf.

• Application once made will not be allowed to be withdrawn and the fee once paid will not be refunded
on any account nor would this fee be held in reserve for any future examination or selection.
• The candidates must affix their recent passport size coloured photograph at the place indicated in the
Application and must sign across the photograph after it is affixed so that a part of the signature
spreads over the call letter beyond the photograph. They should also keep five copies of the same
photograph for future, if required. Failure to produce the same photograph at the time of written test and
interview may lead to disqualification.

• Most of the branches are in remote rural areas, therefore, only candidate willing to serve anywhere
should apply.

Decision of the Bank in all matters regarding eligibility of the candidate the stages at which such
scrutiny or eligibility is to be under taken, the document to be produced for the purpose of the conduct
9 of examination,interview,selection and any other matter relating to recruitment will be final and binding
on the candidate. No correspondence or personal enquiries shall be entertained in this behalf.

• Bank, may at its discretion hold re-examination wherever necessary in respect of a
centre/venue/specific post of a candidate(s).

• The Bank shall not be responsible for an application being rejected which is based on wrong
information provided in any advertisement issued by an unauthorized person/institution.

• Any request for change of address will NOT be entertained.

• Any resultant dispute arising out of this advertisement shall be subject to the sole jurisdiction of the
courts situated in VIRUDHUNAGAR only.

• Bank takes no responsibility for any certificate/remittance sent separately by candidate.

• No candidate is permitted to use calculator, mobiles, pager or any other such instruments during the
examination.The candidates will appear for written examination at the allotted centres at their expenses
and risks and the Bank will not be responsible for any injury/ loss, etc. of any nature.

• Candidates in their own interest are advised to submit their application on-line well in time before the
last date to avoid possible technical snag.

• Appointment of selected candidates is subjected to his/her being declared medically fit as per the
requirement of the Bank. Such appointments will also be subject to the Service & Conduct Rules of the
Bank.
• Canvassing in any form will be disqualification.

• The Bank would be free to reject any application, at any stage of the recruitment process, if the
candidate is found ineligible for the post for which he/she has applied. Decision of the Bank in all
matters regarding eligibility of the candidate, the stages at which such scrutiny or eligibility is to be
undertaken, the documents to be produced for the purpose of the conduct of examination, interview,
selection and any other matter relating to recruitment will be final and binding on the candidate. The
bank in this behalf shall neither entertain any correspondence nor any personal enquiries.

• In case of candidates belonging to OBC category the certificate inter-alia must specify that the
candidate does not belong to “Creamy Layer” section excluded from the benefits of the reservations for
Other Backward Classes in Civil Post & Services under Government of India. OBC certificate should
not be more than one year old as on the date of application.

• In case any dispute arises on account of interpretation of version other than English, the English
version will prevail.

• Candidate’s admission to the examination is strictly provisional. The mere fact that the call letter has
been issued to the candidate does not imply that his candidature has been finally cleared by the Bank.

• Candidates should ensure that the signatures appended by them in all the places viz. in their call letter,
attendance sheet etc. and in all correspondences with the Bank in future should be identical and there
should be no variation of any kind.

• The candidates are advised to keep a copy of the duly filled application.
COMPETENT AUTHORITY FOR THE ISSUE OF THE CERTIFICATE TO SC/ST/OBC/PC IS AS UNDER:
a) For SC/ST/OBC- District Magistrate/ Additional Dist. Magistrate/ Collector/ Deputy Commissioner/
Additional Dy. Commissioner/ Dy. Collector/ First Class Stipendiary Magistrate/ Sub-Division
Magistrate/ Taluk Magistrate/ Executive Magistrate/ Extra Assistant Commissioner/ Chief Presidency
Magistrate/ Additional Chief Presidency Magistrate/ Presidency Magistrate / Revenue Officer not below
the rank of Tahsildar/ Sub-Divisional Officer of the area where the candidate and/or his/her family
normally resides.

In OBC category the appointment will be provisional and will subject to the community certificate being
verified through the proper channel. If the verification reveals that the claim of the candidate to belong
to Other Backward Classes or not to belong to creamy layer is false, his/her services will be terminated
forthwith without assigning any further reasons and without prejudice to such further action as may be
taken under the provisions of Indian Penal Code for production of false certificate. The crucial date for
this purpose will be last date of receipt of application.
b) For Physically Challenged – the Component Authority to issue Disability Certificate shall be a Medical
Board duly constituted by the Central or State Govt. The Central / State Govt. may constitute Medical

Boards consisting of at least 3 members out of which one shall be a specialist in the particular field for
accessing loco motor / cerebral / visual / hearing disability as the case may be.
Action against candidates found guilty of misconduct:
Candidates are advised in their own interest that they should not furnish any particulars that are false,
tampered, fabricated and should not suppress any material information while filling up the application form.
At the time of written examination/interview, if a candidate is (or has been) found guilty of:
(i) using unfair means during the examination or
(ii) impersonating or procuring impersonation by any person or
(iii) misbehaving in the examination hall or
(iv) taking away the question booklet (or any part thereof) /answer sheet from the examination hall
or
(v) resorting to any irregular or improper means in connection with his/her candidature for selection
or
(vi) obtaining support for his/her candidature by unfair means, such a candidate may,in addition to
rendering himself/herself liable to criminal prosecution, be liable :
(a) To be disqualified from the examination for which he/she is a candidate
(b) To be debarred, either permanently or for a specified period, from any examination or
recruitment conducted by Pandyan Grama Bank.
(c) For termination of service, if he/she has already joined the Bank.
The Bank would be analyzing the responses of a candidate with other candidates to detect patterns of
similarity. If as per the laid down procedure it is suspected that the responses have been shared and
scores obtained are not genuine/valid, the Bank reserves the right to cancel his/her candidature.

HOW TO APPLY:
Candidates are required to apply ON LINE through Bank’s website www.pandyangramabank.in
The guidelines for filling On LINE application are as under:-

Ø Candidate should have a valid personal e-mail id. In case, candidate does not have valid e-mail id,
he/she should create a new e-mail id. This e-mail id should be valid for the duration of the project.

Ø Candidates should have their Demand Draft, particulars of qualification, experience, if any, ready before
applying on-line, as the details are required to be entered in the on-line application. Please note that
without valid Demand Draft details, on-line registration of application will be summarily rejected.

Ø Demand Draft should be purchased on any date between 29.12.2010 and 25.01.2011. Please note that
even if the last date for applying online are extended for any reason the dates for payment of fees will
remain the same.

Ø Demand Draft should be for requisite amount and should be in favour of “Pandyan Grama Bank
Recruitment Project-2010” payable at Madurai only.

Ø Candidate’s Name, Address, Registration Number, Post applied for and Name of the Centre should be
written on the reverse of the Demand Draft.

Ø After submission of application on-line, a system generated registration number and password will be
allotted to the applicant. Thereafter, the candidate should obtain a system generated print out of the
application.

Ø A recent passport size photograph should be affixed on the application at appropriate place and the
applicant should sign across it. Then, send it by ordinary post to the designated post box number latest
by 01.02.2011 (signed application along with Demand Draft & other necessary certificates/documents)

Ø Manual corrections in system generated print out of application will not be entertained and such
applications will be rejected. If a candidate wishes to make any correction in the application, he/she is
required to register again afresh with correct details and take fresh print out of application.

Ø There is a provision to modify the submitted on-line application. Candidates are requested to make use
of this facility to correct the details in on-line application, if any. This Modification facility shall be
available after 2 days of registration & up to 27.01.2011. Modification will be allowed only 3 times. After
the last date, no modification will be permitted. No modification should be made, after sending the
application by post.

System generated print out of the application, complete in all respect, should be sent by ordinary post latest by
01.02.2011 on the following specified post box number only in a cover super scribing “Print out of Application
for the post ______________- Pandyan Grama Bank Recruitment Project 2010”. Duly filled in applications are

• Secondary School certificate/ School leaving certificates for proof of age.

• Marks sheet (year wise) showing specifically the subjects studied and certificate/s in support of educational
qualification viz. SSLC/HSC/Graduate degree, post graduation degree, professional/research qualification etc.

• A candidate belonging to SC/ST/OBC/PC category should attach a certified copy of the SC/ST/OBC/PC certificates
issued by the Component Authority in the prescribed format as prescribed by Government of India. In case of
OBCs, the certificate inter alia must specify that the candidates should not belong to Creamy layer section
excluded from the benefits or reservation for other backward class in civil post and services of Government of
India, OBC certificate should not be more than one year old as on the date of application.

• An Ex-Serviceman candidate has to enclose a xerox copy of the discharge certificate, retirement/pension order and
documentary proof of rank last held.

• Candidates serving in Government/Public Sector undertakings (including Banks) should produce no objection
certificate from their employer, at the time of interview, in the absence of which their candidature will not be
considered.

About UGC 
The UGC (University Grants Commission) of India is the constitutional organization grouped by Union government in the year 1956, for coordination, maintenance and determination of university education standards. It gives recognition to universities in India. It also offers funds to government-recognized colleges and universities. Its headquarters is located in New Delhi. It also has 6 regional centres situated in Kolkata, Bangalore, Hyderabad, Guwahati, Bhopal and Pune.

History
UGC was suggested in the year 1945 and created in the year 1946 to manage work of 3 universities, Central Universities of Delhi, Banaras and Aligarh. In 1947, Committee was handed over with responsibility to deal with all the existing Universities. After freedom, Dr. S. Radhakrishnan was given Chairmanship of newly set up University Education Commission in the year 1948. The commission had recommended that UGC should be reconstructed on general model of United Kingdom’s University Grants Commission. 

UGC was officially inaugurated by late Dr. Abul Kalam Azad, who was the Minister of Education, Scientific Research and Natural Resources at that time, on 28th December 1953. Even though, UGC was officially established in the November 1956, through Act of Parliament, 1956, as constitutional body of Government of India. UGC’s head is situated on Bahadur Shah Zafar Marg at New Delhi. It also has two extra bureaus operating at 35, Feroze Shah Road as well as at Southern Campus in University of Delhi.
